There's a default assumption a lot of founders carry without examining it: that a Mumbai or Delhi agency is automatically a step up from a local one. Sometimes that's true. Often it isn't, and for an early-stage startup specifically, the local choice is frequently the smarter one.
The case for Mumbai
Mumbai's agency scene has scale — bigger teams, more specialized departments, more experience with national and pan-India campaigns, and closer proximity to large media buying networks and celebrity/influencer ecosystems. If a startup is raising a large round specifically to go national fast, or needs production-heavy work at a scale few smaller cities support, that scale can be worth paying for.

For most early-stage startups, though, the calculation looks different:
What actually matters more than the city
The city is a proxy for the real question: does this agency understand your specific customer, your specific budget stage, and your specific speed of decision-making? A startup burning cash on runway needs an agency that treats every rupee like it matters — a discipline smaller, regional agencies tend to have baked in by necessity, and larger metro agencies built around bigger retainers sometimes lose.
The honest framework: if your startup is pre-Series A and Eastern India-facing, start local and only look to Mumbai or Delhi once you have a specific, provable reason the scale is worth the premium. If you're already scaling nationally with the budget to match, the calculation shifts — but that's a later-stage problem, not a first-agency one.
